China 's Provisions on the Administration of Ship Surveys
promulgated by the Ministry of Transport of China will come into force providing general
administration rules on the qualification and business scope of domestic and foreign ship survey
organizations, qualification requirements for surveyors, specific regulations of statutory survey
and classification survey, technical specification of statutory survey, etc., and therefore is a criticalsupplement to the previously formulated Regulations Governing Surveys of Ships and Offshore Installations (1993) and other relevant regulations.
The Provision explicitly regulates that domestic survey organizations are classified into A/B/C/D four levels and their business scopes vary according to their classification levels; foreign survey organizations may conduct statutory surveys and classification surveys to foreign flag ships,offshore installations and ship equipment in accordance to the authorization of flag states,maritime cargo containers owned by foreign enterprises as well as Chinese flag ships registered in Chinese FTAs upon acknowledgement of the Chinese Maritime Safety Administration.
It is expected that the Provision will improve the ability and quality of ship survey in China,
promote shipping safety and prevent pollution at sea.
